Why NMPA Compliance Is Now So Urgent

China has significantly tightened regulations on cosmetics and their raw materials. Delayed compliance means missing the opportunity to enter the Chinese market. China's cosmetics market continues to grow at an annual rate of 6-8%, reaching a scale of RMB 485.8 billion (roughly ¥10 trillion) as of 2022.

At the same time, the enforcement of the "Cosmetics Supervision and Administration Regulation" in 2021 fundamentally tightened regulations, imposing new registration obligations on overseas raw material manufacturers, including those in Japan.

  • Ingredients Not Listed in the IECIC Require Individual Registration

    Ingredients not listed in the 2021 edition of the "Inventory of Existing Cosmetic Ingredients in China (IECIC)" must be registered or filed as new ingredients. The first step is to check whether your ingredient is already on the list.

  • Without an Ingredient Notification Code, Product Applications Cannot Proceed

    Since January 2024, submitting safety information for every ingredient used in a product has become mandatory. If the raw material manufacturer has not obtained an "ingredient notification code," it will cause problems during the product's registration or filing review.

  • All Application Documents Must Be in Chinese

    All application materials must be prepared in Chinese, and compliance with Chinese national standards must also be confirmed. Handling this in a Japanese-only environment has practical limits.

  • The Pace of Regulatory Change Is Accelerating Every Year

    In 2024-2025 alone, multiple revisions have been implemented, including mandatory full safety assessment reports and a complete shift to electronic filing. Companies are required to maintain a system that constantly tracks the latest developments.

    Preliminary Hearing & Ingredient Assessment

    We conduct a hearing on the details of the ingredient you wish to register. Based on what you provide, we determine how to proceed and specify the required documents.

    Preparing Required Documents & Chinese Translation

    We organize the documents required for the application (ingredient safety data, quality specifications, manufacturer information, etc.). We translate all documents into Chinese and check that they comply with NMPA technical standards and Chinese national standards.

    Submission to the NMPA System

    We file the electronic application through the Cosmetics Registration and Filing Information Service Platform, and notify you once this is complete.

    Obtaining and Notifying the Ingredient Notification Code

    Once the review is passed, an "ingredient notification code" (raw material safety information extraction code) is issued. Obtaining this code allows cosmetics manufacturers using your ingredient to proceed smoothly with their own NMPA applications.

    Ongoing Support During the Safety Monitoring Period

    We continuously monitor regulatory changes through our own network. Even after the ingredient notification code has been obtained, if changes to the existing registration become necessary — for example due to changes in specifications, manufacturing location, or product name on your side — we handle the re-registration process.
